The Móstoles City Council has approved a joint motion in the ordinary plenary session for the National Day of the United Nations Convention on the Rights of Persons with Disabilities, presented by the Popular, Socialist, Más Madrid Móstoles, and Mixed Municipal Groups.

This agreement will promote universal accessibility, equal opportunities, non-discrimination, and full inclusion of people with disabilities in the social, economic, and cultural life of municipalities and cities.

The City Council of Móstoles approved this motion in today’s ordinary plenary session, with all municipal groups (except VOX) supporting it, after rejecting a partial amendment presented by VOX.

This agreement means that the City Council of Móstoles will ensure universal accessibility, equal opportunities, non-discrimination, and full inclusion of people with disabilities in the social, economic, and cultural life of municipalities and cities. The council will promote actions to combat workplace discrimination against people with disabilities, adhere to the legally established quotas for public job offers for these individuals, and encourage their employment by the business sector. It will also promote the active participation of people with disabilities, ensure their representation in advisory bodies, and implement policies that enhance their well-being by strengthening the principles of autonomy and self-determination. Additionally, the council commits to promoting accessible and adapted housing policies to meet their needs and will invest in accessible environments, adapting urban spaces and incorporating accessible technologies for all individuals.

The United Nations Convention on the Rights of Persons with Disabilities, recognized as an international treaty protecting the rights of people with disabilities, was approved by the United Nations General Assembly on December 13, 2006, ratified by Spain on December 3, 2007, and entered into force on May 3, 2008, becoming part of its legal framework.

In addition, the Popular Municipal Group approved a motion in the plenary session to promote the employability of people with disabilities and individuals in unfavorable situations. The municipality has already initiated a program through Móstoles Desarrollo, organizing the first «Somos Capaces» Job Fair on May 7 to promote the employment of people with disabilities and those in vulnerable situations.

Furthermore, the Popular Group also approved another motion to promote and enhance assistance for young people and families to prevent social exclusion resulting from energy poverty, a growing issue in Spanish households. It urges the Spanish Government to reinstate the extraordinary discounts of the social bonus in 2025, providing a 65% discount for vulnerable consumers and an 80% discount for severely vulnerable individuals, as well as requesting the implementation of financial aid to cover energy supply costs like electricity and gas.

Lastly, the VOX Municipal Group presented a motion in defense of families’ educational choice freedom and coexistence, which was approved after the Popular Municipal Group’s partial amendment received support from PP and VOX, with PSOE, MM-Móstoles, and the Mixed Group voting against it.

The Más Madrid Móstoles Group proposed a motion for the closure of the alienation file of the plot where Residencia Las Camelias is located; the Socialist Municipal Group suggested studying an extension of support measures by the Community of Madrid for areas affected by rainfall; and the Mixed Group expressed support for self-employed individuals in Móstoles.

The plenary session began with a minute of silence for the passing of His Holiness Pope Francis on April 21, followed by the customary tribute to victims of gender-based violence.
